DipTrace has an option to automatically place a rectangular array of pads. Unfortunately, it doesn't space the sides correctly and the corner pads overlap.

This requires me to place each side of the array as a line, with some funky inputs to keep the pads numbered correctly. The trick is the top and right rows where the pads need to be numbered in the reverse direction. Simply using "-0.5" for the spacing produces strange results. Instead, I need to place them in the right place but wrong order, then correct the order by selecting the row of pads, right-click "Pad Array Numbers...", and renumbering an 8x1 array starting with pad 17. Same procedure for the right-side row.

The four thermal pads are created by dropping a single pad in the middle, resizing it to 1.45x1.45, and moving it to (-0.875,-0.875). I then copy/paste three more and renumber them as pads 33,34,35,36. These pads should be connected to the HEAT net.

I save the pattern as "VFQFN32" since this is a generic pattern for any such package, and is not specific to the TUSB2046BIRHBR. This pattern took a bit longer, about 45 minutes.
