The Relay (DbgOutRelay.exe) is a user-mode process that pulls data from a server and pushes the data to a DataStore. The data server can be either a DbgOut Server (DbgOut11.sys) running on the local system or another remote Relay on the network. The DataStore can either be files on the local system or another remote Relay on the network. Connecting two (or more) relays allows data to be generated on one machine (such as a small diskless sensor) and stored on a different machine (a workstation with plenty of storage).

The relay is responsible for loading and unloading the Server from memory.
